Directory of Provision

The lead partner of the Calderdale and Kirklees e2e Partnership is the Huddersfield Technical College Training Partnership Unit.

The e2e Partnership consists of a number of training provider partners who deliver a range of training programmes.   The learning offers of the Partnership and our delivery providers are listed in this Directory section of the website. 

Our Directory of Provision has been significantly updated and refreshed this year to reflect our new e2e programme.

Working with West Yorkshire Learning and Skills Council we have introduced a new three-tier e2e programme that will operate from 1st August 2007 across all e2e providers in Calderdale and Kirklees.

We re-engineered the programme in the light of the completion of the Rise to the Challenge programme and the need to prepare for the introduction of the Foundation Learning Tier (with its emphasis on the need for individually responsive training programmes, the importance of clear progression pathways and the value of learner credit accumulation).   Above all we needed to ensure that the e2e programme was more attractive to a wider group of disengaged young people and that it was more responsive to their individual needs.

Referral Process

A new learner entering tier 1, always with the expectation of progression to tier 2, will have a formal referral.  

A tier 1 learner joining a tier 2 programme will not need re-referral.   Our dedicated PAs will be responsible for checking the appropriateness of that progression not later than the end of the formal initial assessment period with the tier 2 provider.

New starters entering tier 2 or 3 for the first time will need a formal referral in the usual way.

Existing learners on a tier 2 programme will not need re-referral to tier 3.   Again our dedicated PAs will be responsible in the usual way for checking the appropriateness of that progression.

Existing learners on a tier 2 programme WILL need re-referral if they are referred back to a tier 1 provider.   Existing learners on a tier 3 programme WILL need re-referral back to a tier 1 or 2 provider.

Learner Entitlement

It will be apparent that under this re-engineered programme cumulative learner length of stay will increase.  

Since learners are e2e learners whether they are on a tier 1,2 or 3 programme the usual requirement for a 22 week review with the learner will be calculated on the basis of their cumulative programme i.e. if the learner has been with a number of providers successively  the 22 week review date will be calculated from their initial start date.

IT IS IMPORTANT TO NOTE THAT ALL LEARNERS, WHETHER TIER 1,2 OR 3 ARE e2e LEARNERS AND THAT THEY ARE ALL  ENTITLED TO APPLY FOR AN EMA.

Tier 1 – The Gateway

A short programme aimed at motivating young people with significant barriers to their full e2e participation. Courses will usually be between three and twelve weeks. Minimum weekly hours of attendance will be 16.

All learners will undertake initial assessment in the usual way though the depth of this process is clearly linked to the length of their stay on the particular tier 1 programme. For longer programmes, say 12 weeks, full Passport documentation and monthly reviews are expected.

Learners will be referred to Tier 1 providers using the existing e2e Referral Form in the usual way completed by Calderdale and Kirklees Careers Ltd. Referrers will consider the learner’s journey in terms of both the immediate tier 1 destination and the learner’s subsequent progression potential.

It is possible that a learner will access more than one tier 1 learning opportunity given their individual need. We would not expect a learner to stay within tier 1 indefinitely however and that is why we propose a full review of the learner and their options if a third tier 1 opportunity is considered for that learner.

IT IS NOT INTENDED THAT ALL e2e ENTRANTS WILL ACCESS A TIER 1 PROGRAMME. THE USUAL ROUTE FOR STARTERS WILL BE TO JOIN THE TIER 2 HUB PROGRAMME.

A crucial element of the tier 1 programme will be helping learners to enter tier 2 programme or other progression opportunities. For this reason it will be an integral part of all tier 1 provision that learners will be fully informed of further e2e learning options by means of provider visits, sampling and further impartial guidance.
